The three-country question
International surrogacy may involve the intended parent’s nationality, country of residence and the programme destination. Sometimes a fourth country is relevant because embryos are stored there.
The destination process cannot by itself guarantee citizenship, recognition or a passport elsewhere. The plan must identify how the records from each country will connect.
Armenia eligibility for single intended parents
Under Armenia’s reproductive-health framework, an unmarried man or woman may access assisted reproductive technologies when the statutory conditions are met. For a single man pursuing surrogacy, the intended father must provide the genetic link. A single woman’s surrogacy route requires the applicable medical basis for not carrying the pregnancy herself.
The former statutory intended-parent age caps of 55 and 53 were removed by Law HO-404-N, effective 20 December 2025. Medical suitability and individual clinic acceptance still apply.
A foreign intended parent who is not ethnically Armenian cannot use an Armenian-citizen surrogate. We confirm the eligible international surrogate route before matching, embryo shipment or treatment commitments.

Surrogate requirements in Armenia
The current statutory framework sets health, age and reproductive-history conditions for a gestational surrogate. The surrogate does not contribute the egg and therefore has no genetic link to the child.
- Age 20 to 38
- At least one previous child
- No more than three previous births
- No more than one previous caesarean birth
- Has not previously acted as a surrogate two or more times
- Medical and other required screening
- A notarised surrogacy agreement before treatment
The surrogacy agreement
The required agreement defines the intended parent and surrogate relationship, medical consent framework, pregnancy-related responsibilities, compensation and expenses, communication, confidentiality, delivery planning and the obligations connected to birth registration.
The programme sequence allows time for review and required formalities before the medical stage governed by the agreement.
DNA, parentage and birth registration in Armenia
Armenia’s family and civil-status framework connects the surrogacy agreement with the required genetic confirmation and civil-registration records. The local team coordinates the relevant contract, medical birth record, DNA determination and civil-status submission.
Once the complete statutory documents are accepted, the intended parent is registered through the applicable Armenian process.
Citizenship, passport and return home
A local birth certificate is not the same as citizenship or a passport. The child’s route is governed by the intended parent’s nationality and the authority responsible for citizenship, consular registration, passport or emergency travel documentation.
Before programme acceptance, the legal plan identifies likely DNA format, certified copies, translations, apostille or legalisation requirements, court or declaration steps where applicable, and the expected post-birth application route.

The programme is reviewed against Armenia’s official legal database. The principal sources include the Law on Human Reproductive Health and Reproductive Rights, the 2025 intended-parent age amendment, the Family Code, and the Law on Civil Status Acts.
